Duquesne Light Company’s Highlands to Logan’s Ferry project is an upgrade of the existing 8-mile Colfax-Highland 69- kV Line #1 to a single circuit 345-kV line beginning at Highland Substation in the City of Pittsburgh, passing eastward through the Municipality of Penn Hills and terminating at the existing Logan’s Ferry Substation in Plum Borough, Allegheny County, PA. The transmission line costed $11 million and was completed June 2013. The existing single-circuit Colfax-Highland 69kV Line #1, needed to be upgraded between Highland and Logan’s Ferry substations. The upgrade was one of the projects outlined in Duquesne’s Transmission Enhancement Plan (DTEP). It is the most economic way to implement Duquesne’s plan to improve reliability for its customers in this area.
