Southwestern Public Service (SPS) and the Southwest Power Pool (SPP) have agreed to abate a lawsuit and to seek a declaration from Texas regulators regarding whether Texas law grants SPS a right of first refusal to build a regionally funded transmission project or whether SPP must follow the competitive bid process in the absence of such right of first refusal under Texas law, the petition said.
UI said that it plans to begin construction on the balance of the project on or around September 2018, and the company is scheduled to complete construction on or around April 2020, as well as to energize the entire project shortly thereafter.
The California ISO on Feb. 24 said that it and the Balancing Authority of Northern California, acting on behalf of its member, Sacramento Municipal Utility District, signed an agreement to participate in the Cal-ISO’s western Energy Imbalance Market starting in April 2019.
