The Alberta Utilities Commission on Dec. 22 only partially approved an April 5 application from Welsch Wind Power Inc. for a time extension to complete construction of a 69-MW wind plant and substation, collectively known as the Welsch Wind Farm Project.
The requested time extension was to June 30, 2018. The commission had previously stipulated Dec. 31, 2016, as the deadline date to complete the project.
On April 26, the commission issued information requests regarding Welsch’s consultation with Alberta Environment and Parks (AEP) and its participant involvement program. Welsch GP responded to the information requests on May 9. By letter dated June 7, the commission informed Welsch that it had reviewed the information responses and considered that the responses did not contain the requested information. The commission required that Welsch consult with AEP and complete a participant involvement program regarding the requested time extension. On Dec. 12, Welsch requested an interim extension. On Dec. 15, Welsch submitted an amendment to the project, requesting approval to change the number and type of turbines used as well as a construction completion date of Dec. 31, 2018.
Said the Dec. 21 order: “By way of this letter, the Commission is granting an interim extension of Power Plant Approval 20721-D02-2015 and Substation Permit and Licence 20721-D03-2015 under Subsection 8(5) of the Alberta Utilities Commission Act, until a final decision is made on the extension application and the amendment application.”
The Dec. 15 filing from Welsch Wind Power said the project company is controlled by ENERCON GmbH. It said the project is currently approved for seventeen ENERCON E-82 E3 turbines of 3 MW in size apiece and nine ENERCON E-82 E2 turbines of 2 MW each. It now wants to configure the project with thirteen ENERCON E-126 turbines and five ENERCON E-101 turbines, which adds up to the approved 69 MW of capacity. Eight turbine sites would be eliminated. It said it is shooting to complete project construction in late 2018.
