FERC okays market authority for 34-MW Innovative Solar 47 project in N.C.

The Federal Energy Regulatory Commission on Nov. 28 accepted an Oct. 31 application from Innovative Solar 47 LLC for market-based rate authority for its 33.8-MW (ac) solar photovoltaic project in Maxton, Robeson County, North Carolina.

This facility will interconnect with the Duke Energy Progress-controlled grid. The facility has an executed power purchase agreement with Duke Energy Progress for all of its output. This project is expected to begin generating test energy in March 2017 and to go commercial in April of next year.

The Nov. 28 FERC approval noted: “You state that Innovative Solar will own and operate a 34 megawatt (MW) solar electric generation facility (Project) located in Maxton, Robeson County, North Carolina within the Duke Energy Progress, Inc. (DEP) balancing authority area. You add that the output from the Project is fully committed under a firm 10-year power purchase agreement to a non-affiliate, DEP. You represent that IS-47 Holdings, LLC owns 100 percent of the membership interests in Innovative Solar and that Innovative Solar’s ultimate upstream owner is Arowana International Limited.”

Arowana is an Australian holding company that is listed on the Australian Stock Exchange, with operating subsidiaries in Australia, New Zealand and South East Asia.

Besides this project company, Arowana is affiliated with one generation facility under development in the DEP market in the Southeast region. That is the Innovative Solar 31 LLC project, with a nameplate capacity rating of approximately 34.2 MW (ac). It is under development in Bladenboro, Bladen County, North Carolina. Innovative Solar 31 has filed notices with the commission of the Innovative Solar 31 project’s status as a QF and Innovative Solar 31’s status as an EWG. In addition, Innovative Solar 31 has received market-based rate authority from the commission. The Innovative Solar 31 project is scheduled to begin generating test power during December 2016 and to reach commercial operation during January 2017. Innovative Solar 31 is committed to sell the full output of the project under a 10-year power purchase agreement with DEP.
