11-MW Portal Ridge Solar C project due for commercial ops in Q4 2016

Portal Ridge Solar C LLC filed Nov. 2 with the Federal Energy Regulatory Commission a notice of self-certification as an Exempt Wholesale Generator based on its development, ownership, and expected operation of an approximately 11.4 MW (nameplate) solar facility located in Los Angeles County, California.

The company also owns certain transmission facilities necessary to interconnect the solar project to the Del Sur Substation owned and operated by Southern California Edison (SCE). Applicant and other co-located generating facilities still in development will each own undivided interests in the Shared Interconnection Facilities pursuant to a Second Amended and Restated Shared Facilities Common Ownership Agreement.

The output of the Portal Ridge Solar C facility is fully committed under a 20-year Renewable Power Purchase and Sale Agreement with Pacific Gas and Electric (PG&E) expiring in 2036. Applicant has filed an application for market-based rate authorization, including blanket authorization to issue securities pursuant to Section 204 of the Federal Power Act.

The company told FERC it expects to place the facility into commercial operation during the fourth quarter of 2016.
