Solterra seeks North Carolina nod on 50-MW Highest Power Solar project

Highest Power Solar LLC applied Oct. 24 at the North Carolina Utilities Commission for a Certificate of Public Convenience and Necessity on a 50-MW (ac) photovoltaic solar generator to be located in Franklin County near Louisburg, North Carolina.

The project address is 1418 Ronald Tharrington Road, Louisburg. The project is due on-line as of Dec. 31, 2018. The plan is to sell the output of this $100 million project to Duke Energy Progress under a long-term contract.

The application said this project company is an affiliate of Solterra Partners LLC. The application said Dennis Richter is the President of Solterra Partners. The company develops solar farms in rural areas of North and South Carolina. Solterra works with land owners, utilities, counties and regulatory agencies on the development of its projects. Richter’s expertise includes: land development, finance, entitlement and construction of multiple solar and real estate facilities. Prior to forming Solterra Partners, he was President and CEO of the National Renewable Energy Corp. (NARENCO) where he was responsible for the siting, entitlement and construction of over 50 MW of solar facilities.
