PJM works out interconnect for 19.9-MW Zongyi solar project in New Jersey

PJM Interconnection on Oct. 18 filed with the Federal Energy Regulatory Commission an executed interconnection service agreement with Zongyi Solar American Co. LTD and interconnecting transmission owner Jersey Central Power & Light for a solar project in New Jersey.

The Zongyi ISA facilitates the interconnection to the PJM system of 19.9 MW (Maximum Facility Output) at the Tinton Falls Solar and Storage Facility to be located at Shafto Road and West Park Avenue, Tinton Falls, New Jersey. The Zongyi ISA indicates that Zongyi shall have 6.4 MW of Capacity Interconnection Rights at the Point(s) of Interconnection specified in the Zongyi ISA.

The Zongyi ISA supersedes an Interconnection Agreement between Zongyi and JCP&L, dated July 2011, and a Wholesale Market Participation Agreement among PJM, Tinton Falls Solar Farm LLC, and JCP&L, for PJM Queue Position No. W1-124, filed with and accepted by the commission in 2011. Because the Zongyi ISA supersedes two separate agreements that are not ISAs based on the ISA Form, PJM is designating it with an original service agreement number – Service Agreement No. 4541.

Further, as part of the internal review of PJM Queue No. W1-124, PJM identified two additional Wholesale Market Participation Agreements that, out of an abundance of caution and to clean up PJM’s service agreement tariff records, it now requests to be cancelled. A Wholesale Market Participation Agreement among PJM, Effisolar Energy Corp. and JCP&L, for PJM Queue Position No. W1-124, was filed with and accepted by the commission in 2011. The Effisolar March 2011 WMPA was subsequently replaced by a Wholesale Market Participation Agreement among PJM, Effisolar Energy Corp. and JCP&L, for PJM Queue Position No. W1-124, filed with and accepted by the commission in 2011. The Effisolar May 2011 WMPA was subsequently replaced by the Tinton WMPA discussed above.

Since each of the above referenced service agreements were replaced by new service agreements filed in their place, PJM includes this notice of cancellation merely to clean up PJM’s service agreement tariff records.

This latest version of the project is under PJM Queue Positions #W1-124 and #AA2-049. Maximum Facility Output is 19.9 MW. That stated size includes an increase in the Maximum Facility Output of the generating unit of 3 MW over the previous interconnection. The project consists of photovoltaic solar panels, batteries and inverters.

Under the ISA, on or before June 30, 2017, Zongyi must demonstrate commercial operation of all generating units.
