The Federal Energy Regulatory Commission on Sept. 16 accepted a July 27 filing by Duke Energy Carolinas LLC (DEC) of an Affected System Operating Agreement with McBride Place Energy LLC, which is developing a 75-MW solar project in North Carolina.
Said the Sept. 16 FERC approval: “You state that North Carolina Electric Membership Corporation informed DEC that McBride’s proposed new generator to be interconnected directly to the system of Union Power Cooperative (Union Power) might cause adverse impacts on the DEC system. You also state that McBride’s proposed new generator is an approximately 75 MW solar photovoltaic generating facility to be interconnected to a 100 kV transmission line owned by Union Power located in Cabarrus County, North Carolina, which line in turn is served from DEC’s 100 kV Locust retail delivery point. Additionally, you state that a Facilities Study was conducted setting forth the terms and conditions to determine the impacts of the proposed generator interconnection on DEC’s system; the need for Network Upgrades; and the estimated costs and timeline for construction of such upgrades.”
In June 2015, DEC met with NCEMC, Union Power, and McBride and all parties agreed that DEC should conduct a Facilities Study to determine the impacts of the proposed generator interconnection on DEC’s system. The Facilities Study Report issued in January 2016 indicated a need for Network Upgrades on DEC’s transmission system and contains the estimated costs and timeline for construction of such upgrades.
In March 2016, DEC and McBride entered into negotiations to create an Affected System Operating Agreement setting forth the terms and conditions relating to the impact of the proposed generation facility on DEC’s system and the Network Upgrades to the DEC system needed to accommodate the proposed interconnection of such generation facility.
The agreement calls for a project commercial operation date of Sept. 1, 2017.
