The Pennsylvania Department of Environmental Protection said in a notice in the Aug. 21 Pennsylvania Bulletin that it recently approved an air permit for Calpine Mid-Merit LLC for the upgrade of the York Energy Center Block 2 Electricity Generation Project’s nominally rated power output capacity from 760 MW to 830 MW.
This is at a power generation facility located in Peach Bottom Township, York County. The additional 70 MW of nominal electricity will be generated from the steam cycle portion of the Block 2 combined cycle (CC) plant. The upgrade consists of the following changes to the sources addressed in an air permit issued in June 2015:
- increase each combustion turbine (CT) heat recovery steam generator’s (HRSG) natural gas (NG)-fired duct burner’s maximum rated heat input capacity from 688 mmBTUs/hr to 820 mmBTUs/hr; and
- the ability to fire each CT’s HRSG’s duct burner while the CT is firing ultra-low sulfur diesel (ULSD) fuel oil (duct burner firing during CT NG firing is authorized by another permit).
The York Energy Center Block 2 Electricity Generation Project includes:
- two NG/ULSD fuel oil-fired CC combustion turbines controlled by a selective catalytic reduction (SCR) system (NOx control) and an oxidation catalyst (CO and VOC control) in series. Dry low NOx technology will also be employed during NG fuel firing. Water injection technology (NOx control) will also be employed during ULSD fuel oil firing;
- one NG-fired auxiliary boiler; and
- one cooling tower controlled by a high efficiency mist eliminator (PM/PM10/PM2.5 control).
Calpine Corp. (NYSE: CPN) said in its July 29 earnings report that the York 2 Energy Center is a 760 MW dual-fuel, combined-cycle project that will be co-located with Calpine’s York Energy Center in Peach Bottom Township, Pennsylvania. The plant will feature two combustion turbines, two heat recovery steam generators and one steam turbine. The project’s capacity cleared PJM Interconnection’s last three base residual auctions. The project is now under construction, with commercial operation targeted in the third quarter of 2017. PJM has completed the interconnection study process for an additional 68 MW of planned capacity at York 2 Energy Center. This incremental 68 MW cleared the last two base residual auctions, with a final air permit expected in the third quarter of 2016, Calpine said.
