Algonquin’s 10-MW solar project in California due for commercial ops in August

Algonquin SKIC 10 SOLAR LLC applied Aug. 2 at the Federal Energy Regulatory Commission for authorization to make market-based rate sales of energy, capacity and ancillary services under a market-based rate tariff.

Applicant is solely in the business of developing, owning and operating a 10-MW facility in the California Independent System Operator (CAISO) market.  While the applicant said it would not normally require market-based rate authority due to a small project size, an affiliate, Algonquin SKIC 20 Solar LLC, operates a 20-MW solar project that will be located within one mile of the applicant. As a result, the combined total capacity of the two projects is approximately 30 MW, which may trigger the need for both projects to obtain market-based rate approval.

Applicant owns and operates a 10-MW solar facility located in Kern County, California. It has executed a long-term Power Purchase Agreement (PPA) with Southern California Edison (SCE) for the entire capacity of the facility. The PPA expires on the date that is 20 years from the month of the Commercial Operation Date (as defined in the PPA). The Facility is expected to achieve Commercial Operation in or around August 2016.

The facility has executed an Interconnection Agreement among it, SCE and CAISO. The applicant is an assignee of the original counterparty to the PPA and Interconnection Agreement (i.e. TC Valos Solar Energy LLC).

This project company is part of Algonquin Power Fund (America) Inc., which is a wholly owned indirect subsidiary of Algonquin Power Co., a trust formed under the laws of the Province of Ontario, Canada. Algonquin Power’s ultimate parent is Algonquin Power & Utilities Corp. (APUC), a diversified electric power generation and utility infrastructure company with a principal place of business in Oakville, Ontario. APUC is a publicly traded company on the Toronto Stock Exchange.
