
Kelly Creek Wind LLC on July 18 petitioned the Federal Energy Regulatory Commission for authorization to make market-based sales of energy, capacity, and certain ancillary services under a market-based rate tariff.
Kelly Creek is indirectly wholly-owned by EDF Renewable Energy (EDF-RE). Kelly Creek is developing and will own and operate an approximately 184 MW (nameplate) wind facility and related generation interconnection facilities to be located in Ford and Kankakee counties in Illinois. Kelly Creek has filed a notice of self-certification as an exempt wholesale generator.
The facility is expected to produce test power in late September 2016. It will be interconnected to the transmission system owned by Commonwealth Edison and operated by PJM Interconnection. All the electric energy and capacity from the facility will be sold into the PJM market.
EDF-RE is a holding company that is wholly owned by EDF Energies Nouvelles S.A., a company organized under the laws of France, which in turn is wholly owned by Électricité de France S.A., which is owned by the French government (84.49%), with a small percentage of shares held by the current and former employees and the remaining shares owned by the public.
