Revised interconnect deal filed for uprated Oregon Clean Energy project in Ohio

PJM Interconnection on June 8 filed a revised, executed Interconnection Service Agreement (ISA) with Oregon Clean Energy LLC and American Transmission Systems Inc. (ATSI) that includes an uprate for this gas-fired project in Ohio.

The Oregon Clean Energy ISA supersedes an ISA among PJM, Oregon Clean Energy, and ATSI designated as Original Service Agreement No. 3876, with an effective date of May 9, 2014, and filed with and accepted by commission.

The Oregon Clean Energy ISA facilitates the interconnection to the PJM system of a 960-MW facility located in Oregon, Ohio. The Maximum Facility Output of 960 MW includes an increase of 161 MW over Oregon Clean Energy’s previous interconnection. The Oregon Clean Energy ISA indicates that Oregon Clean Energy shall have Capacity Interconnection Rights in the amount of 845 MW consisting of 799 MW that Oregon Clean Energy had at the Point of Interconnection prior to the interconnection request associated with the Oregon Clean Energy ISA and 46 MW associated with the interconnection request resulting in the Oregon Clean Energy ISA.

Under this agreement, on or before May 28, 2017, Oregon Clean must demonstrate commercial operation of all generating units.

The project is under PJM queue #Y1-069 and #AA1-056. The Oregon Energy Center is located on N. Lallendorf Rd. in Lucas County. It consists of two 313-MW gas combustion turbines and one 336-MW steam turbine.
