FLS has slew of North Carolina solar projects due for operation in back half of 2016

Innovative Solar 43 LLC, which is one of several FLS Energy affiliates with solar projects due for imminent startup, on June 29 asked the Federal Energy Regulatory Commission to accept its market-based rate schedule, under which it will sell electric energy, capacity, and ancillary services at market-based rates.

Innovative Solar 43 will operate a solar photovoltaic (“solar PV”) project with a nameplate capacity rating of approximately 38.9 MW (ac) under development in the Town of Ivanhoe, Bladen County, North Carolina. The project is owned by Innovative Owner 43 LLC, an affiliate of the applicant. Applicant will operate the project, control all physical assets comprising the project, and sell all of the output.

The project is located within the Duke Energy Progress (DEP) balancing authority area in the Southeast region. The company expects the project to begin generating test power during October 2016 and reach commercial operation during November 2016.  Applicant has filed notices with the commission of the project’s status as a qualifying small power production facility (QF) and its status as an exempt wholesale generator (EWG).

Applicant is committed to sell the entire output from the project under a 10-year power purchase agreement with DEP.  The project will interconnect with the DEP-controlled grid at the Rowan Creek Solar Substation.

Innovative Solar 43 is associated through FLS Energy with a long list of project companies, with these companies in particular having newly-started or about-to-start projects:

  • TWE Kelford Solar Project LLC owns a solar PV power project with a nominal rating of 4.7 MW located in Kelford, North Carolina, that is self-certified as a QF and became commercially operational in May 2016. TWE Kelford is committed to sell the full output of its project under a 15-year power purchase agreement with Dominion North Carolina Power, that expires on or about May 20, 2031.
  • Floyd Solar LLC will operate a solar PV project with a nominal rating of 4.99 MW located in Fairmont, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in July 2016. Floyd Solar is committed to sell the full output of its project under a 15-year power purchase agreement with DEP. The expiration date of the power purchase agreement will be determined based on its commercial operation date and therefore will not be known until the project reaches commercial operation.
  • Cohen Solar LLC will operate a solar PV project with a nominal rating of 4.95 MW located in Sanford, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in August 2016. Cohen Solar is committed to sell the full output of its project under a 15-year power purchase agreement with DEP. The expiration date of the power purchase agreement will be determined based on its commercial operation date and therefore will not be known until the project reaches commercial operation.
  • TWE New Bern Solar Project LLC will operate a solar PV project with a nominal rating of 4.05 MW located in New Bern, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in July 2016. TWE New Bern Solar Project is committed to sell the full output of its project under a 15-year power purchase agreement with DEP. The expiration date of the power purchase agreement will be determined based on its commercial operation date.
  • South Louisburg Solar LLC will operate a solar PV project with a nominal rating of 4.99 MW located in South Louisburg, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in July 2016. South Louisburg is committed to sell the full output of its project under a 15-year power purchase agreement with DEP.  The expiration date of the power purchase agreement will be determined based on its commercial operation date.
  • Lanier Solar LLC will operate a solar PV project with a nominal rating of 4.99 MW located in Beulaville, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in July 2016. Lanier Solar is committed to sell the full output of its project under a 15-year power purchase agreement with DEP. The expiration date of the power purchase agreement will be determined based on its commercial operation date.
  • Candace Solar LLC will operate a solar PV project with a nominal rating of 5 MW located in Princeton, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in July 2016. Candace Solar is committed to sell the full output of its project under a 15-year power purchase agreement with DEP. The expiration date of the power purchase agreement will be determined based on its commercial operation date.
  • Meadowbrook Solar LLC will operate a solar PV project with a nominal rating of 4.99 MW located in Rockwell, North Carolina, that is self-certified as a QF and is scheduled to reach commercial operation in October 2016. Meadowbrook Solar is committed to sell the full output of its project under a 15-year power purchase agreement with Duke Energy Carolinas (DEC). The expiration date of the power purchase agreement will be determined based on its commercial operation date.
