APPA applauds passage of Energy Bill S. 2012

The American Public Power Association (APPA) applauds the Senate for passage of S. 2012, the Energy Policy Modernization Act of 2015.

This legislation addresses a variety of pressing issues impacting the electric utility industry, such as reliability, hydropower licensing reform, energy efficiency, emerging utility workforce challenges, and expedited natural gas pipeline permitting. APPA strongly supports the language in the bill on these issues, as well as the language requiring Regional Transmission Organizations to report to Congress on capacity markets, based on a balanced set of criteria, including reliability, diversity of capacity resources, and whether capacity market rules “provide an enhanced opportunity for self-supply of electric generating capacity resources.”

APPA commends the hard work of Chairman Murkowski and Ranking Member Cantwell and the staff of the Energy & Natural Resources Committee on developing and moving comprehensive energy legislation. We greatly appreciate their outreach to public power throughout the process. APPA looks forward to the conferencing of the Senate and House energy bills and will work to ensure the provisions of importance to public power remain in the conference report.
