Pennsylvania to issue permit for 22-MW Oxbow Creek Energy project

The Pennsylvania Department of Environmental Protection (DEP) said in a brief notice in the Feb. 20 Pennsylvania Bulletin that it has received and intends to issue a Plan Approval to Oxbow Creek Energy LLC for a facility to be located in Nicholson Township, Wyoming County.

This Plan Approval will be incorporated into a Synthetic Minor Permit through an administrative amendment at a later date. This approval is for the construction of a 22-MW plant. It covers the installation and operation of three Rolls-Royce Bergen natural gas-fired engines with oxidation catalyst and selective catalytic reduction to control emissions.

In prior developments for this project:

  • PJM Interconnection in July 2015 filed new revisions with the Federal Energy Regulatory Commission of an executed Wholesale Market Participation Agreement (WMPA) from July 2014 with Oxbow Creek Energy LLCand transmission owner Pennsylvania Electric for a small gas-fired power project in Pennsylvania. The agreement covers the Oxbow Creek Generation Plant, to be located at 213 Henry Holod Road, Factoryville, Pa.
  • Oxbow Creek Energy LLC filed in May 2015 filed at FERC a notice of self-certification as an exempt wholesale generator. Oxbow Creek is developing and constructing a natural gas-fired facility, with a nameplate capacity of 22.0 MW and a net output of 21.2 MW, that consists of reciprocating engine-generator sets. This facility is located in Factoryville, Pennsylvania. It will be interconnected to the transmission system owned by Pennsylvania Electric and operated by PJM. Oxbow Creek is a subsidiary of IMG Midstream LLC, and GEI Iron Mountain Holdco Inc. (GEI) is the managing member of IMG Midstream. COFRA Holdings AG, a Swiss corporation, holds 100% of the voting interests in GEI through Good Energies II LP. Incidentally, the DEP said in another notice in the Feb. 20 Pennsylvania Bulletin that it has issued an air permit to Mineral Point Energy LLC (company address of 6051 Wallace Road Extension, Suite 1000, Wexford, PA 15090) for the construction and operation of a 22-MW plant with three Rolls-Royce Bergen engines at a site in Oakland Township, Susquehanna County.
