MISO files interconnect for 124-MW Apex wind project in Ford County, Illinois

The Midcontinent Independent System Operator on Feb. 19 filed with the Federal Energy Regulatory Commission an unexecuted Generator Interconnection Agreement with Ford County Wind Farm LLC, developer of a 124-MW wind project in Illinois, and Ameren Services as agent for interconnecting transmission owner Ameren Illinois.

There are two issues that led to Ford County Wind Farm’s unwillingness to sign the GIA at this time, MISO noted:

  • First, Ameren elected to employ the self-funding option under the MISO Tariff. The project developer did not agree to that election. The requirement that an interconnection customer consent to a self-funding election is a result of the commission’s order in another docket. Because the commission’s order is subject to further review, including judicial review, Ameren wanted to memorialize these facts in the GIA.
  • Second, the project developer also wants to preserve its right to dispute certain costs associated with this GIA. It is participating in the MISO Definitive Planning Process (DPP) to determine the network upgrades required for MISO to provide interconnection service to its wind project. This DPP is not yet complete.

This project, under MISO queue #J375, is a 124-MW facility consisting of sixty two Vestas V110 MK10 2-MW wind turbine generators to be located in Ford County, Illinois. The wind turbines will be connected to the project developer’s collector substation by a 34.5 kV collector system. The collector substation will include one 34.5/138 kV 167 MVA step-up transformer with a 138 kV circuit breaker on the high-voltage side of the transformer. The facility will interconnect with Ameren’s system via an estimated seven-mile-long 138-kV radial line with 795 ACSS “Drake” conductor running from the wind farm to Ameren’s existing 138/69 kV Gibson City South substation.

The commercial operation date for the wind project is estimated to be Oct. 1, 2017.
