PJM files wholesale deals for 3.5-MW solar projects in Maryland

PJM Interconnection on Jan. 19 filed with the Federal Energy Regulatory Commission an executed Wholesale Market Participation Agreement with Vintage Solar LLC and interconnecting transmission owner Potomac Edison for a 3.5-MW solar project in Maryland.

“PJM is submitting this Agreement for filing because the Wholesale Market Participant intends to engage in wholesale sales in the PJM markets from a generating facility connected to the Transmission Owner’s distribution facilities,” PJM noted.

The Vintage Solar Project site is located at 14108 Saint Paul Road, Clear Spring, Washington County, Maryland. The Maximum Facility Output is 3.5 MW. This is to be a ground-mounted solar array. Under this agreement, on or before Oct. 31, 2016, Vintage Solar must demonstrate commercial operation of all generating units.

A listed project contact is: Eric Blank, Vintage Solar LLC, Three Radnor Corporate Center, Suite 300, Radnor, PA 19087.

That is contact information for Community Energy, which says about itself on its website: “Community Energy, Inc. (CEI) was founded in 1999 to ignite the market for fuel-free energy and develop solar and wind generation. CEI built the voluntary market for renewable energy, spurring the demand for hundreds of megawatts of new wind generation with retail customers ahead of state mandates. Now a leading solar developer, CEI has developed hundreds of MW of utility-scale solar across the country including two of the largest projects nation-wide in Georgia and Colorado. CEI also develops customer-sited and community-scale solar projects for businesses, universities, and residential customers.”

Says the website about Blank: “Eric Blank is an Executive Vice President and co-founder of CEI, and shares responsibility for overall strategic direction and executive management. He oversees project development, including project finance, project timelines and criteria, construction management, equity structures (passive tax equity), and construction. Under an executive employment agreement, Blank served as an executive vice president leading US wind development for Iberdrola, overseeing the development to construction of 700 MW of wind energy, including, but not limited to, the build out of the CEI pipeline. Blank led CEI’s wind development efforts from inception.”
