NSTAR works out construction deal for 342-MW NRG project in Massachusetts

NSTAR Electric Co. on Dec. 11 filed with the Federal Energy Regulatory Commission an executed Design and Engineering Agreement with NRG Canal 3 Development LLC that covers an additional unit planned for a power plant in Massachusetts.

NRG Canal plans to construct an approximately 342-MW project comprised of one simple cycle combustion turbine unit on a site located in Sandwich, Massachusetts. The facility would interconnect to NSTAR Electric’s 345-kV transmission system at the Canal Substation.

NRG Canal, NSTAR Electric and ISO New England are in the process of completing a Standard Large Generator Interconnection Agreement (LGIA) for this project. ISO-NE has completed studies on its regional transmission system regarding the facility’s impact, which identified the need for the construction of interconnection facilities by both NRG Canal and NSTAR Electric. The purpose of this agreement is to set forth the terms and conditions under which NSTAR Electric would undertake certain design and engineering activities on the interconnection facilities that were identified in ISO-NE’s studies, prior to execution of the LGIA.

The NRG website shows the company as owning a 1,112-MW, oil-fired Canal plant in Sandwich, Mass.

A July 16 report in the Cape Cod Times said that NRG Energy (NYSE: NRG) plans to install a 1.5-MW solar field and a new 330-MW natural gas-fired turbine at the Canal site. It quoted NRG spokesman David Gaier. Like the plant’s two existing units, which were built in 1967 and 1976, the third would operate only sparingly, for peaking purposes.
