The New York State Public Service Commission in a Dec. 1 notice laid out some of the next steps in the review process for a 201-MW wind project of Lighthouse Wind LLC.
Lighthouse Wind, a subsidiary of Apex Clean Energy Holdings LLC, intends to apply for a Certificate of Environmental Compatibility and Public Need (CEPCN) for construction of a major electric generating facility. Lighthouse plans to construct a wind facility that will generate up to 201 MW in the Town of Somerset, Niagara County, New York, and the Town of Yates, Orleans County, New York. The project would interconnect with the electric system at the 345-kV Kintigh Substation in Somerset.
The project site is situated parallel to approximately 12 miles of Lake Ontario shoreline and extends approximately 3 to 4 miles south of Lake Ontario. Lighthouse anticipates that the project will consist of up to 71 wind turbines, but states that the design and layout of the project, including all turbine locations and the location and dimensions of alternate project facilities, will be presented in Lighthouse’s application for a CEPCN. On Nov. 23, Lighthouse filed a Preliminary Scoping Statement (PSS) in this proceeding. The preliminary scoping phase of this proceeding will determine the nature and scope of the studies Lighthouse must undertake to develop the information that must be included in Lighthouse’s formal application for a CEPCN. In general, such studies will identify and evaluate the potential impacts of a project on the environment, public health, and other public interest factors.
Any person, agency or municipality may submit comments on the PSS. Under the state Siting Board’s regulations, comments must ordinarily be filed within 21 days after the filing of the PSS. However, requests for additional time to comment have been received from the Town of Yates and the Supervisor-elect of the Town of Yates. The Town of Yates asked for a 42-day comment period. The Supervisor-elect of the Town of Yates asked for a 90-day comment period. Lighthouse has supported a 30-day comment period, and has asked for an equal amount of time to reply to comments.
The Dec. 1 notice said the comment period is extended to Wednesday, Jan. 6, 2016. Ordinarily, Lighthouse would be required to summarize and reply to all comments filed in response to the PSS within 21 days of the close of the comment period. However, in view of the extended comment period, Lighthouse will be allowed 30 days to summarize and reply to the comments. Lighthouse’s summary and reply to comments must be filed by the close of business Friday, Feb. 5, 2016.
