Calpine adds another 158 MW to Deepwater repowering project in New Jersey

Calpine Mid-Atlantic Development LLC has proposed a 158 MW MFO (158 MWC) upgrade to its prior queue position W3-175 resulting in a 529-MW MFO (529 MWC) generating facility, said an updated study on the project, dated December 2015, from PJM Interconnection.

The natural gas-fueled combined cycle facility is arranged in a one combustion turbine/one steam turbine generator configuration. The project is to be located at Calpine’s existing Deepwater Energy Center in Pennsville, Salem County, New Jersey.

PJM studied new project #AA1-108 as a 158 MW injection into the Atlantic City Electric (ACE) system at the Churchtown 230-kV substation and evaluated it for compliance with reliability criteria for summer peak conditions in 2018. At Calpine’s request, PJM utilized capacity interconnection rights (CIRs) from the deactivated Deepwater Units 1 and 6. The planned in-service date is June 1, 2018.

It is assumed that the AA1-108 project will utilize the attachment facilities and Point of Interconnection created by Calpine’s prior queue project W3-175.

AA1-108 is a 158 MW Maximum Facility Output (MFO) upgrade to the existing W3-175 1×1 combined cycle gas project. AA1-108 consists of one 330-MW combustion turbine and one 217-MW steam turbine. 

The intent of this System Impact Study is to determine a plan, with approximate cost and construction time estimates, to connect the subject generation interconnection project to the PJM network at a location specified by Calpine. It is a mid-point to a PJM queue process that culminates with an Interconnection Service Agreement (ISA).

The Federal Energy Regulatory Commission in September 2014 had accepted a filing by PJM of an executed ISA for the 371-MW version (#W3-175) of this project. Under that prior agreement, on or before June 1, 2017, Calpine was to demonstrate commercial operation of these generating units.
