Shawboro East Ridge Solar works with PJM on 80-MW project in North Carolina

Shawboro East Ridge Solar LLC is pursuing an Interconnection Service Agreement with PJM Interconnection for an 80-MW solar project in North Carolina.

PJM has posted to its website a System Impact Study, dated September 2015, that was written in cooperation with interconnecting transmission owner Virginia Electric and Power Co. (VEPCO). The intent of the System Impact Study is to determine a plan, with approximate cost and construction time estimates, to connect the subject generation interconnection project to the PJM network at a location specified by the power project developer. The study is a mid-point in the process of getting an Interconection Service Agreement.

Shawboro East Ridge Solar has proposed a generating facility located at East Ridge Road in Shawboro in Currituck County, N.C. The installed facilities will have a total capability of 80 MW with 56 MW of this output being recognized by PJM as capacity. The proposed in-service date for this project is Oct. 31, 2015. This study does not imply a VEPCO commitment to this in-service date, PJM said.

The Point of Interconnection for this project, under queue numbers AA1-049 and AA1-132, will be at a new three breaker ring bus switching station that connects on the Shawboro–Sligo 230-kV line, said the PJM study.

Shawboro East Ridge Solar applied Sept. 3 to the North Carolina Utilities Commission for a Certificate of Public Convenience and Necessity authorizing construction of this project. This is to be a single-axis tracking, ground-mounted solar photovoltaic system consisting of approximately 367,213 solar PV modules and will utilize fifty-four 1.56-MW inverters set to 1.482 MW each. The facility is projected to come online in phases with the complete system online by Dec. 31, 2016, said the filing in North Carolina.

Shawboro told the North Carolina commission it is in discussions to sell the output through a negotiated Power Purchase Agreement to VEPCO d/b/a Dominion North Carolina Power or to one or more retail customers in deregulated states that allow for such sales, or to sell the output in the PJM market. The company said it has submitted an interconnection request to PJM under PJM’s Open Access Transmission Tariff and has executed a Generation Interconnection Feasibility Study Agreement with PJM.
