The Mississippi Public Service Commission plans an Oct. 6 evidentiary hearing and an expedted review of an April 22 application from Mississippi Power and CB Energy LLC for a Certificate of Public Convenience and Necessity for a 3.29 MW (ac) solar project.
CB Energy is a special purpose entity created only for the purpose of owning and operating the facility that the petitioners request the commission certify in this proceeding. The single member of CB Energy is Hannah Energy LLC, a Georgia limited liability company. Hannah Energy is a full service certified solar energy integrator that provides engineering, design, construction, installation and operational services for solar power projects.
Mississippi Power and CB Energy are jointly seeking commission approvals related to an approximately 3.29 MW (ac) (4.21 MW dc) solar photovoltaic energy generating facility located at the U.S. Naval Construction Battalion Center in Gulfport in Harrison County, Mississippi. CB Energy will construct, own, operate, and maintain the project, which will be comprised of a solar array including approximately 29,025 solar panels. The April 22 application said that the project schedule provides for detailed engineering and procurement to begin in June 2015, and the project’s commercial operation date is scheduled on or before Dec. 31, 2015.
The project’s estimated construction cost is approximately $6.4 million. The cost of the project will be funded entirely by CB Energy. The project will be financed by WGL Energy Systems Inc., which has funded over sixty solar photovoltaic energy projects in more than a dozen states, totaling almost 69 MW of contracted solar energy capacity currently owned and operated. The project is to be constructed pursuant to a 25-year Power Purchase Agreement (PPA) negotiated between Mississippi Power and CB Energy.
The project economics are based upon the eligibility of the project for the 30% Federal Investment Tax Credit incentive under Section 1603 of the American Recovery and Reinvestment Act. If the project is placed in service before Dec. 31, 2016, it will qualify for the credit. Therefore, the petitioners asked the commission for an expedited review.
