Dan Hurley, Tori Leonard named to Maryland PSC posts

The Maryland Public Service Commission (PSC) announces two new appointments – Dan Hurley as Director of the Energy Analysis and Planning Division (EAP), and Tori Leonard as Director of Communications.

Mr. Hurley will be responsible for oversight of EmPOWER Maryland energy efficiency and conservation programs operated by electric and gas utilities; smart grid implementation; and Maryland’s renewable energy portfolio standard, including certification of renewable energy facilities. Ms. Leonard will manage the communications and media relations activities of the PSC including its website (www.psc.state.md.us) and social media.

Mr. Hurley has served as an assistant director in EAP since 2009. He joined the Commission in 2006 as a regulatory economist in the former Rate Research & Economics Division. He holds a bachelor’s degree in economics from Penn State University and a Master of Business Administration from American University. Prior to joining the Commission, Mr. Hurley worked as an energy industry specialist with the Information Millennium Group and as an energy analyst with the Washington Consulting Group. He has over 15 years of professional experience in the energy industry. He lives in Carroll County.

Before joining the PSC, Ms. Leonard was the public relations manager at Rosborough Communications, managing communications and outreach activities for the firm’s transportation clients. She has extensive experience in media relations, communications and consumer services in a variety of government agencies including Baltimore County, the Maryland Department of Business and Economic Development, the Maryland Insurance Administration and the Maryland Department of Health and Mental Hygiene.

She received her Bachelor of Arts in Mass-Media Communication from the University of Akron and is a member of several professional associations. She lives in Baltimore County.
