Empire State seeks permit for small hydroelectric project in New York

Empire State Hydro 302 LLC on Aug. 24 applied to the Federal Energy Regulatory Commission for a preliminary permit for the proposed Braendly Dam Hydroelectric Project, to be located in Dutchess County, New York, on the Fishkill River.

The proposed project is located at the Braendly Dam located on the Fishkill River in Beacon, N.Y. The Braendly Dam is approximately 18 ft high and 130 ft long constructed of cut stone with a concrete cap. The dam is currently classified as a significant hazard structure. This preliminary permit application assumes that, aside from the dam, new civil structures will be constructed for the Braendly Dam Hydroelectric Project.

The proposed project will consist of a new powerhouse located approximately 300 feet downstream on the left side of the river. It will be approximately 50 ft long and 35 ft wide constructed of a concrete foundation and wood structure. A new intake structure will be constructed on the left abutment to accommodate a new 6 ft diameter steel penstock. To maintain spillway capacity, a forebay extending downstream of the dam with a side overflow spillway will be constructed. The penstock will convey flow from the dam to the downstream powerhouse. The penstock will be about 300 ft long. At the powerhouse, the penstock will bifurcate into two penstocks supplying water to each of the two proposed turbines.

The proposed Braendly Dam Hydroelectric Project will consist of two vertical Kaplan turbines with a maximum output of about 450 kW each, resulting in a maximum output of 900 kW. The system will operate strictly in “run-of-the-river” mode for environmental protection. The exact type, number, capacity, and arrangement of the turbine units and proposed structures may be modified after further engineering, design study, and consultation with resource agencies.

The project will include a new 50-foot-long, 12.7-kV transmission line. The project may be interconnected with the local electricity service provider or may be sold directly to an end user; this will be evaluated during the study period.
