Dominion’s Pavant Solar files with FERC for exempt generator status

Pavant Solar LLC, which has a 50-MW solar facility in Utah, on Aug. 14 filed with the Federal Energy Regulatory Commission a notice of Self-Certification of its status as an Exempt Wholesale Generator.

Pavant Solar is a direct, wholly owned subsidiary of Dominion Solar Holdings III LLC (DSH III). Dominion Solar Projects I Inc. owns 99% of DSH III and Dominion Solar Projects II Inc. owns 1% of DSH III. Dominion Solar Projects I and Dominion Solar Projects II are direct, wholly owned subsidiaries of Dominion Energy, which is part of Dominion Resources (NYSE: D).

Pavant Solar owns and operates an approximately 50-MW solar photovoltaic facility and related assets located in Holden, Utah, which is within the PacifiCorp-East balancing authority area. Under a 20-year power purchase agreement, it sells all of the net energy from the facility at wholesale to PacifiCorp. Pavant Solar has self-certified as a qualifying facility (QF) under the Public Utility Regulatory Policies Act of 1978.

Pavant Solar on June 19 had asked FERC to accept for filing its Market-Based Rate Tariff. It said in that filing that the facility may generate test power in early August 2015.
