Hydro-Québec Distribution gets seven bids for new capacity as of 2018

Hydro-Québec Distribution had a May 21 public opening for the bids received in response to its A/O 2015-01 call for tenders launched on March 4 for the purchase of 500 MW of firm capacity and associated energy to meet the long-term domestic electricity needs of its Québec customers.

Hydro-Québec Distribution said it received seven bids totaling 830 MW. The associated energy must be available for a minimum of 300 hours, mainly in winter months. The contracts will be over a twenty-year period, starting on the date of the beginning of deliveries, and the power must be available and guaranteed as of Dec. 1, 2018. However, a bidder could have submitted a proposal with deliveries starting after this date, by Dec. 1, 2019, at the latest.

This tender was issued to meet the very high demand during the winter peak period. Hydro-Québec will evaluate the bids and then announce which of them have been accepted. Once signed, the contracts must be approved by the Régie de l’énergie. Hydro-Québec has retained the services of Raymond Chabot Grant Thornton to assist in the tendering process and to act as its official representative.

  • Boralex Inc., Cogen Kingsey Falls-25 MW, parent Boralex Inc., Kingsey Falls municipality, 25 MW, guaranteed commencement date Dec. 1, 2018;
  • Boralex Inc., Puissance Kingsey Falls-30 MW, parent Boralex Inc., Kingsey Falls municipality, 30 MW, guaranteed commencement date Dec. 1, 2018;
  • Énergie Brookfield Marketing S.E.C., Énergie La Lièvre, parent Brookfield Asset Management Inc., Gatineau et Bowman municipality, 50 MW, guaranteed commencement date Dec. 1, 2018;
  • Hydro-Québec Production, Système de puissance HQP, parent Hydro-Québec, Montréal municipality, 100 MW, guaranteed commencement date Dec. 1, 2018;
  • Hydro-Québec Production, Système de puissance HQP-2, parent Hydro-Québec, Montréal municipality, 200 MW, guaranteed commencement date Dec. 1, 2018; and
  • Hydro-Québec Production, Système de puissance HQP-3, parent Hydro-Québec, Montréal municipality, 200 MW, guaranteed commencement date Dec. 1, 2018.
