Con Edison’s 20-MW Atwell West solar project ready to catch some rays in California

CED Atwell Island West LLC filed with the Federal Energy Regulatory Commission on May 29 a Co-Tenancy and Common Facilities Agreement with SPS Atwell LLC related to transmission facilities for 20-MW solar projects that each has developed.

Atwell West asked the commission to accept the agreement effective May 31, which is the date energy from the shared generator interconnection facilities is expected to be authorized by the California Independent System Operator (CAISO) to flow to the interstate electric grid, or such earlier date as the commission requires, and to grant a waiver of the sixty-day waiver notice requirement.

SPS Atwell has constructed, owns and operates a 20-MW solar power generation project with a maximum net output of 20 MW and related interconnection facilities located in Alpaugh, Tulare County, California (called the Atwell East Project). SPS Atwell is interconnected to transmission facilities owned by Pacific Gas and Electric (PG&E) and operated by the CAISO. Atwell East is a qualifying small power production facility.

Atwell West has developed and constructed a 20-MW solar power facility and related interconnection facilities, also located in Alpaugh, Tulare County. Atwell West interconnects at the same point as Atwell East to the PG&E transmission facilities. Atwell West anticipates that the Atwell West Project will be installed by May 31 and will begin operation on that date. Atwell West is a qualifying small power production facility.

From the outset of its operation, SPS Atwell used an existing tubular steel pole (“Existing TSP”) to connect the Atwell East Project to the PG&E transmission line and related transmission equipment. As the Co-Tenants contemplated, Atwell West has modified the Existing TSP to accommodate the southern and eastern running wires from the Atwell East and Atwell West projects to each respective point where each project interconnects with the PG&E transmission line.
