Shared facilities deal worked out for California solar projects

Western Antelope Blue Sky Ranch A LLC filed on Jan. 27 at the Federal Energy Regulatory Commission an amended Shared Facilities Agreement related to several solar projects in California that will share grid interconnection facilities.

Other parties to the agreement are Sierra Solar Greenworks LLC, Central Antelope Dry Ranch C LLC, North Lancaster Ranch LLC, FTS Devco LLC, Tioga Services Co. LLC and Sustainable Property Holdings LLC (f.k.a. FTS Property Holdings LLC).

Each of these project companies that, except for Western Antelope, is a wholly-owned direct or indirect subsidiary of FTP Power LLC. Western Antelope is a wholly-owned subsidiary of SPW Solar Holdings 1 LLC, a Delaware limited liability company in which SPW Solar Managing Member 1 LLC is the managing member. SPW Solar Managing Member is, in turn, a wholly-owned indirect subsidiary of FTP Power. Accordingly, the project companies are affiliates.

  • Western Antelope owns and operates a solar photovoltaic (PV) project with a nameplate rating of 20 MW (ac) located in Los Angeles County, California, that began commercial operation in November 2014.
  • Sierra Solar is developing a solar PV project with a nameplate capacity rating of 20 MW (ac). Sierra Solar has filed notices with the commission of the Sierra Solar Project’s status as a QF and as an EWG.  The Sierra Solar Project is scheduled to be placed in service in April 2015.
  • Each of Central Antelope and North Lancaster is developing a solar PV project with a nameplate capacity rating of 20 MW (ac).
  • Devco is developing a solar PV project with a nameplate capacity rating of 10 MW (ac).

The agreement is being filed with FERC now in anticipation of Sierra Solar exercising its “Undivided Use Interest” as it commissions the Sierra Solar Project in the first quarter of 2015.
