EWG notices filed for two Illinois battery storage projects of RES Americas

Two affiliates of Renewable Energy Systems Americas on Jan. 8 filed notices of self-certification as exempt wholesale generators related to two battery storage projects in Illinois.

Joliet Battery Storage LLC (JBS) is a wholly owned subsidiary of Northern Illinois Battery Storage Holding LLC, which is a wholly owned subsidiary of RES America Developments Inc., which in turn is a wholly owned subsidiary of Renewable Energy Systems Americas. JBS will construct, own and operate an energy storage unit and related facilities located in the City of Joliet, Illinois.

This facility will consist of prefabricated shipping containers containing batteries and inverters, transformers, foundations, cables and wiring. The facility will connect to a 34.5-kV line owned by Commonwealth Edison in the PJM Interconnection market. The facility will have a 19.8 MW power rating and will initially be able to store 7.8 MWh of energy. Energy will be collected from PJM’s transmission system through ComEd’s 34.5-kV line, which will then be converted through an inverter to a form of energy the facility’s batteries can store. The process is then reversed so that energy is delivered to the PJM system through ComEd’s 34.5-kV line. JBS intends to use the Facility to sell energy and ancillary services in the PJM market.

West Chicago Battery Storage LLC (WCBS) is also a wholly owned subsidiary of Northern Illinois Battery Storage Holding. WCBS will construct, own and operate an energy storage unit and related facilities located in the City of West Chicago, Illinois. The facility will consist of prefabricated shipping containers containing batteries and inverters, transformers, foundations, cables and wiring. The facility will connect to a 34.5-kV line owned by Commonwealth Edison and located in the PJM market. The Facility will have a 19.8 MW power rating and will initially be able to store 7.8 MWh of energy. Like the Joliet project, it will be able to take in and send out electricity via the ComEd line. WCBS intends to use the Facility to sellenergy and ancillary services in the PJM market.

PJM in August 2014 filed with FERC the Wholesale Market Participation Agreements for both of these projects that said they need to be commercially operating by the end of 2015.
