Mesquite Solar 1 files revisions covering new solar projects in Arizona

Mesquite Solar 1 LLC on Dec. 5 filed with the Federal Energy Regulatory Commission certain revisions to its Assignment, Co-Tenancy and Shared Facilities Agreement, which will allow SEP II LLC to access the grid for planned new solar projects.

The parties to the Revised Inter-Company SFA are Mesquite Solar, Mesquite Power LLC, SEP II, the Salt River Project (SRP) and Sempra Global Services Inc. Mesquite Solar will assign to SEP II a portion of its undivided interests in the Shared Switchyard Facilities, which facilities are the subject of the Revised Inter-Company SFA.

“SEP II holds real estate interests and permits associated with future development of solar photovoltaic generation (Future Projects) in the vicinity of the Hassayampa switchyard (Hassayampa),” said the filing. “SEP II is authorized to sell wholesale energy, capacity and ancillary services at market-based rates, and has received waivers commonly granted to market-based rate sellers. The Shared Switchyard Facilities will provide SEP II the ability to connect the Future Projects to Hassayampa, thereby eliminating the need to build costly and redundant facilities to accomplish the same purpose. The Shared Switchyard Facilities are limited and discrete facilities used solely to connect generating facilities to the grid.

“Mesquite Solar owns a solar photovoltaic facility (Solar Facility), located in Maricopa County, Arizona. The Solar Facility is interconnected to the grid via a project substation and 230kV generation-tie line approximately four (4) miles in length, which in turn connects to the Shared Switchyard Facilities that Mesquite Solar owns jointly as a tenant-in-common with it scurrent affiliate, Mesquite Power, and with SRP (which is not affiliated with any other party to the Revised Inter-Company SFA). Mesquite Solar is authorized to make wholesale sales of electricity at market-based rates and is an EWG.”

  • Mesquite Power owns the nominally rated 625 MW block 2 of the Mesquite Generating Station located in Maricopa County, Arizona, and owns a pro rata interest in the Shared Switchyard Facilities connecting the Mesquite Generating Station to Hassayampa.
  • SRP owns the nominally rated 625 MW block 1 of the Mesquite Generating Station, and owns a pro rata interest in the Shared Switchyard Facilities connecting the Mesquite Generating Station to Hassayampa.

Under this deal,  SEP II will own a 27.44% interest (535 MW) in the Shared Switchyard Facilities, which is the total size of the planned future solar projects. SEP II is a wholly owned indirect subsidiary of Sempra Energy
