Northeast Utilities Service Co. (NUSCO), on behalf of its affiliate, Connecticut Light and Power (CL&P), filed with the Federal Energy Regulatory Commission on Dec. 23 an executed Engineering, Design, Permitting and Siting Agreement for the gas-fired CPV Towantic LLC power project.
CPV Towantic is proposing to develop a 795 MW gross (775 MW net) natural gas-fired plant comprised of two combustion turbine units and one steam turbine in a combined cycle configuration, located in Oxford, Connecticut. CPV is requesting that CL&P undertake certain engineering, design, permitting and siting activities to the extent that transmission upgrades are necessary to physically and electrically interconnect the CPV Facility to system for purposes of the ninth Forward Capacity Auction.
The purpose of the agreement is to set forth the terms and conditions under which CL&P would undertake such transmission upgrades. Under the agreement, CL&P will only charge CPV for its actual costs and will not receive any profit for these services.
