PJM Interconnection on July 2 filed with the Federal Energy Regulatory Commission an executed interconnection construction service agreement among PJM, Green Energy Partners/Stonewall LLC and transmission owner Virginia Electric and Power.
“The Green Energy ICSA facilitates the interconnection of the Stonewall Energy Park, a 800 MW combined cycle facility, located at Grant Lane and Cochran Mill Road, Leesburg, Loudoun County, Virginia,” the filing noted. The Green Energy ICSA contains non-standard terms and conditions to accommodate the unique nature of this interconnection.
The target under this deal for initial test power injection from the project is Feb. 1, 2017.

PJM on June 3 filed with the commission an executed interconnection service agreement (ISA) for this same project. On or before Oct. 1, 2017, Green Energy under the ISA must demonstrate commercial operation of the facility.
The Virginia State Corporation Commission on May 13 approved a request by Green Energy Partners/Stonewall for a certificate of public convenience and necessity on this project. The project is affiliated with Panda Power Funds. Panda Power Funds’ partners in the project include Bechtel Development, a subsidiary of the Bechtel Corp., and Green Energy Partners/Stonewall, the project’s original developer.
