Idaho Power contracts for 120-MW of solar capacity

Idaho Power on July 25 applied at the Idaho Public Utilities Commission for approval of two power contracts involving solar projects.

In one case, it is asking for an order accepting or rejecting the Energy Sales Agreement (ESA) between Idaho Power and Grand View PV Solar Two LLC, under which Grand View would sell to Idaho Power electric energy generated by an 80-MW nameplate (ac) solar photovoltaic project located about 20 miles southwest of Mountain Home, Idaho.

The ESA is a new contract for a Qualifying Facility (QF) for a term of 20 years. The proposed project, called Grand View PV Solar Two, is expected to consist of about 340,480 polysilicon photovoltaic panels installed on a single axis tracking system, supported by a fixed post and beam structure. Grand View has selected July 1, 2016, as the scheduled operation date.

Over the 20-year term of the agreement, the monthly rates vary from approximately $31/megawatt-hour (MWh) for light load hours in early months of the agreement to as high as $159/MWh for heavy load hours in the later years of the agreement.

The other July 25 application covers an ESA between Idaho Power and Boise City Solar LLC under which Boise Solar would sell electric energy generated by a 40-MW nameplate (ac) solar photovoltaic project located in Ada County on South Cloverdale Road between Boise and Kuna, Idaho. This is also a 20-year deal.

The proposed project is expected to use mono crystalline solar modules with Tier 1 inverters and a dual axis tracking system. Seller has selected Jan. 16, 2016, as the scheduled operation date.

Over the 20-year term of the agreement, the monthly rates vary from approximately $44/megawatt-hour (MWh) for light load hours in early months of the agreement to as high as $113/MWh for heavy load hours in the later years of the agreement.

Because Idaho Power currently has 60 MW of existing solar penetration (60 MW of executed PURPA solar projects in its Oregon jurisdiction) and 80 MW of proposed solar generation with the Grand View PV Solar Two project in queue before this project, the integration charge in the ESA is based upon 140 MW of solar penetration.
