
The Federal Energy Regulatory Commission on July 16 approved a June 19 submission by PJM Interconnection of an executed Wholesale Market Participation Agreement (WMPA) for a 6-MW, gas-fired power project in Clarion County, Pa.
The WMPA was entered into among PJM, project developer Kelly IMG Energy LLC and transmission owner West Penn Power. PJM said it was submitting this agreement for filing because Kelly IMG intends to engage in wholesale sales in the PJM markets from a generating facility connected to WPP distribution facilities. PJM requested an effective date of June 12 for this WMPA, which is designated as Original Service Agreement No. No. 35803.

During the term of this WMPA, Kelly IMG needs to ensure that it meets various milestones, including:
- on or before June 1, 2015, it must demonstrate commercial operation of all generating units; and
- on or before March 1, 2014, it must enter into an interconnection agreement with the interconnected transmission owner in order to effectuate the WMPA.
The new Kelly Generation Facility would located in Toby Township in Clarion County, Pa. The maximum facility output is 6 MW, and the project would consist of two 3.1-MW natural gas turbines.
