BPA proposes 9.6% rate increase

As expected, the Bonneville Power Administration on Thursday proposed a 9.6 percent average wholesale rate increase for Pacific Northwest utilities.

The proposed increase includes a 13 percent increase on transmission rates, the first its kind in eight years. Transmission represents a small portion, about 10 percent, of total wholesale costs, agency spokesman Mike Hansen said.

Portland-based BPA is the region’s largest power marketer. It supplies about 90 percent of Cowlitz PUD’s total load. PUD officials are considering an estimated 5 percent rate increase next summer after the BPA settles on a final rate.
